Alcoa Flexible Packaging (Richmond, VA) has appointed Victor L. Dixon as general manager–printed products. Prior to his current assignment, Dixon was general manager, Alcoa Conductor Accessories, a division of AFL Telecommunications.

James Williams has joined DVT Corp. (Atlanta) as the new director of business development for the Northeast region, which includes New York, Vermont, New Hampshire, Rhode Island, Connecticut, Massachusetts, and Maine, as well as parts of Canada. 

Jean-Paul Meausoone, vice president and general manager of Cebal Americas (Norwalk, CT), was elected president of The Tube Council. He succeeds David Stirling from Amcor Plastube. Meausoone joined the tube industry in 1980 after receiving 
his master’s degree in mechanical engineering.
